1. General information
The main objective of this subject is to offer a general training in environmental law that includes the different legal aspects of environmental protection. The objective is to make known and identify the different legal instruments for public intervention in the environmental sector, and to analyse the European and Spanish Community regulations on the subject.
These approaches and objectives are aligned with some of the Sustainable Development Goals, SDGs, of the 2030 agenda https://un.org/sustainabledevelopment/es/. Specifically, the learning activities planned in this subject will contribute to the achievement of Objectives 6, Goal 4, Objective 15, Goal 5 and Objective 16, Goal 6.
2. Learning results
1. Describe the organizations that make up the political structure of the Spanish State and the responsibilities of the different public authorities . Describe the
institutional and competence structure of the European Union. Identify the legislative, executive and judicial public functions, their territorial organization and their incidence
in the state management of environmental public policies.
2. Habe sufficient skills to locate and critically analyse legal and jurisprudential texts on environmental issues.
3. Relate the structure, functioning and principles of the environmental administration with the tasks entrusted to it. . Know how to formulate requests and allegations in general administrative files.
4. Know how to apply the techniques and instruments of access to environmental information and environmental damage remediation to make effective the protection of the
citizens.
5. Identify the basic environmental requirements of establishments, large industries and large infrastructures.
6. Know how to locate in the Spanish legislation the administrative and penal infractions and sanctions derived from environmental offenses.
7. Differentiate the general categories of protected natural areas at European, national and regional level.
8. Plan and organize legal and doctrinal sources for the individual or team resolution of practical cases, arguing orally and in writing their legal conclusions

Topic 1. The State: meaning and institutional structure.
Topic 2. Law and its sources.
Topic 3. Constitutional basis. Territorial distribution of competences. The administrative organization of the environment.
Topic 4. International environmental law. European Union environmental law: objectives and principles.
Topic 5. The right to environmental information. Environmental responsibility.
Topic 6. Business sustainability: environmental authorizations.
Topic 7. Protection of inland and coastal waters
Topic 8. Protected natural areas
Topic 9. Administrative and criminal repression of environmental offenses.
Topic 10. Contaminations.

5. Assessment system
Continuous assessment, which consists of the following evaluation activities: a) Two written tests: (70% of the grade, minimum 5 out of 10)
They will consist of a questionnaire of several theoretical-practical questions on the contents of the subject.
b) Practices: evaluation of activities carried out during the term (30% of the grade, minimum 5 out of 10)
The grade obtained in the evaluation of the activities carried out during the term will be kept for the first and second calls
In relation to Objectives 6.4, 15.5 and 16.6, 3 activities will be proposed, which represent approximately 25% of the total grade of the practical part of the continuous evaluation.
Global evaluation, based exclusively on a global final test consisting of the following activities:
a) Written test consisting of a questionnaire with several theoretical-practical questions on the content of the subject (70%, minimum 5 out of 10)
b) Practical exercise (30% of the grade, minimum 5 out of 10) to be held on the same day as the final written exam.
The detailed assessment system will be explained in the presentation of the subject.
